Best Pencil Eyeliners for Under $20

Are you looking for the best pencil eye liners on the market that won’t totally break your budget? Look no further! I’ve tried and tested about 2 dozen eyeliners and I found the best eyeliners that are long-lasting, vivid, versatile, and all for under $20.
Here are my favorites, in order:
Urban Decay 24/7 Glide-On Eye Pencil
The best eye pencil ever, ever, ever! Never before has a pencil this creamy and brilliant been waterproof, too. Velvety-soft, this formula stays soft and creamy for blending (about 30 seconds), then dries down to a long-lasting finish that WILL NOT budge. Line eyes with a hint of color or go for the full artistic, multi-hued effect with the wide selection of lush tropical hues, deep metallics and unusually vibrant neutrals.
It’s seriously my favorite eyeliner on the market. I have around 10 of them in a variety of colors. It’s my go-to eyeliner for daily use and I can’t imagine how I would live without them!

CoverGirl Liquiline Blast Eyeliner

It promises the intensity of a liquid liner with the easy application of a pencil eye liner, combined with the versatility of a rubber like smudger on one end to assist with the Smokey Eye look.
Similar to UD 24/7 eye liners, but not quite a copy. The colors are quite as vivid and intense, but they offer comparable staying power which makes them worth the buy. Available in 6 cool colors, you’ll have fun trying different looks with these. Best of all is they are quite affordable!

MAKE UP FOR EVER Aqua Eyes
Available in over 20 gorgeous and irresistible shades, these waterproof eyeshadow and eye liner pencils contain a unique formula that adheres to the eyelids and resists water even under the most extreme conditions, without running or fading. Similar to the 2 eye liners above, but these offer the widest range of colors. I find that these don’t stay quite as long as UD 24/7 liners, but still long enough to make it through the day without it sliding or fading.

I tried Makeup Forever and can’t say I was impressed. For whatever reason, it did not ‘set’ on my eyes so the eyeliner bled all day. I like my Urban Decay one but my new favorite is the Stila Smudgstick Waterproof eyeliner. It sets quickly and I don’t have too many issues with it.
